SUBJECT: First Call for Preliminary Proposals for the ESA Earth Observation
Envelope Program (EOEP) Market Development Short Term Activities

Dear Sirs,

Within the framework of the recently approved Earth Observation Envelope Program
(EOEP), and in particular under the element entitled “Market Development”, ESA issues
this First Call for Preliminary Proposals which constitutes the first opportunity to
concentrate on market development & business phase related to the provision of EO-based
products & services.

These activities being part of the Earth Observation Envelope Program (EOEP), the
present Call is addressed only to companies or organisations residing in the States having
declared their participation to the EOEP Program i.e: Austria, Belgium, Canada,
Denmark, Finland, France, Germany, Italy, Netherlands, Norway, Spain, Sweden,
Switzerland, United Kingdom.

This Call is primarily addressed to companies & partners in the Value-Adding Sectors
who are already offering Geo Information services and are in a position to develop the
market for EO-based services.

This Call aims at identifying Short Term Actions meeting the objectives of the
programme. After evaluation of the Preliminary Proposals, Final Proposals will be sought
only from selected companies through official request.
Your attention is drawn to the following:
 

1) For the preparation of the Preliminary Proposals for the Short Term Actions,
bidders shall adhere to the following documents

APPENDIX 1 ESA Earth Observation Envelope Program - Market
Development Element - First Call for Preliminary Proposals and its Annexes

A1: Short Term Action Template
A2: EO Development Road Map
A3: (for information only) Draft contract for Short Term Actions

In addition, this Call asks for First Ideas as far as Longer Term Actions (outlined
in the above Appendix 1) are concerned. For these First Ideas related to the
Longer Term Actions, the following Annexes apply specifically:

The Preliminary Proposals for Short Term Actions and the First Ideas for Longer
Term Actions are not to be considered as commercial proposals and the Agency is
not bound to place any contract as a result of this Call.

2)         All price estimate/cost breakdown shall be provided in EUROs.

3)         Due to the nature of this Call, bidders’ Preliminary Proposals for Short Term
            Actions & First Ideas for Longer Term Actions can be sent either:

by electronic mail (as a Microsoft Word document) to the following address:

and 1 hard copy of the proposal shall be sent to the following address:

submitted in 1 original and 7 complete and integral copies designated as such.

Both the hard copy and the E-mail version of the Preliminary Proposals shall reach the
Agency not later tha n 12 th May 2000, at 12.00 hours; bidders are encouraged to submit
their proposals prior to the mentioned closing date. Bidders are kindly requested to
return to the above mentioned Contracts Officer (fax: +39 (06) 941 80 382) the
Acknowledgment of Receipt (Attachment 1 to the present cover letter)
